Skull and Bones Legendary Kingpin Boost Pack is free to claim on Xbox
The UK Xbox store currently reduces this add-on from £11.99 to free; the base game is required and activating it replaces an existing Kingpin Boost.

How it works
The UK Xbox store currently offers the Skull and Bones Legendary Kingpin Boost Pack for free, reduced from £11.99. This is an add-on for Xbox Series X|S that provides three equipped ships and a pack of materials and resources for the endgame. It is not a free copy of Skull and Bones. The base game is required and sold separately, and any subscription needed for your chosen way of playing is separate from the free DLC claim.
Check that the add-on still says Free in your Microsoft account before claiming; the promotion is currently advertised through the start of December, so claim before 1 December to avoid the closing-day cutoff. Ubisoft says the boost can only be activated once per account and will permanently replace any Kingpin Boost already active, so consider that before using it in-game. The title is PEGI 18. There is no postage, but downloading and playing need compatible equipment, internet access and any required game or online entitlement. Do not buy the base game just to collect an add-on you will not use.
